Hi Teri,
According to TC 3862: https://moztrap.mozilla.org/runtests/run/8097/env/347/?pagenumber=1&pagesize=20&sortfield=order&sortdirection=asc&filter-id=3862 ,the offline event should update its start time and end time based on new timezone. But actually, it will not update.
Could you help to check this bug? Thanks :)

It should update event time as timezone changes. According to comment 22 of bug 796465, this was fixed for ICAL back in 2012. I assume the same behavior for offline calendar.
Currently, calendar needs to restart itself to see the change.
Nominate for better attention since it's a regression.

The local calendar does not use the same code path as iCal so it's unlikely this was fixed as part of bug 796465. This doesn't look like a regression based on comment #0.
