1. as an admin of an install prior to 2.18/2.20, we need a convenient way to set users to watch other users, logging in as the user, or using sql are not acceptable. 2. I know new bug mail is mandatory on tip, but i'd like to be able to check the box in older versions from this page.
Perhaps there really should be an admin interface to all user preferences.

new bug mail tech setting is not needed any more is it? If editusers is to be able to set a users watch lists, then it can be done after templatisation, so setting blocker
