Reproducible on: Firefox 44.0a1, Firefox 43.0a2, Firefox 42 Beta 5 under Windows 

Prerequisites: Edge is installed and has:
- browsing history
- saved favorites (but not in favorites bar)

STR
1.Run Firefox.
2.Go to "Bookmarks -> Show All Bookmarks -> Import and Backup -> Import Data from Another Browser"
3.Select Edge from the "Import Settings and Data" window and then press "Next"
4.Check “Favorites" and click “Next"
5.Press "Finish" and check the bookmarks toolbar.

The bookmarks folder is not created in Firefox bookmarks toolbar if there are no favorites saved in Edge/IE favorites bar.

Additional notes:
- This issue is reproducible on Firefox 44.0a1 (2015-10-11), Firefox 43.0a2 (2015-10-11) and Firefox 42 Beta 5 (20151008162217) on Windows 10 64-bit.
- This issue is also reproducible on Firefox 42 Beta 1 (20150921151815).

Closing as Works for ME since I am unable to reproduce this issue in our latest builds, will reopen if it starts to reoccur.
