When trying to update flame with the FOTA, the device is stating it's a malformed XML

1. set device to nightly-test ( and/or set nightly-test to release : https://aus4-admin.mozilla.org/releases#B2G-mozilla-central-nightly-20151012030617 )
2. set device to update to flame-kk
3. try to update
Expected: flame device downloads the build
Actual: Flame device doesn't find update:
I/Gecko ( 209): *** AUS:SVC getStatusTextFromCode - transfer error: Update XML file malformed (200), default code: 200 malformed XML
Note: filing another bug to alias flame to flame-kk on B2G-mozilla-central-nightly-latest so we don't have to worry about step 2.

json validation valids that the format is correct. Something in the XML file isn't liked on the client update. Need to double check it.

previously the nightly-test channel rule was restricted to just 'flame' devices. I've removed that restriction, and so now the nightly-test channel is returning an update XML properly.
