New field 'is_homescreen' should be exposed in devhub so that developers can identify that the app is a 'homescreen app' -- and that admins can override that setting.

Whether this is a field that is added to the current devhub (a la 'Uses Flash') so that users can manipulate it, or this is a field that the user cannot manipulate but only set indirectly from an initial submission choice is open to discussion.
there is no technical way to identify a homescreen in the .zip?  nothing in the manifest?
Aha: manifest field: role
if its in the manifest we shouldn't make it manipulatable anywhere.  It'd be good to show it in the reviewer tools details block, though that could be a more generalised 'role' property.
