Steps to reproduce:

Tested with ZTE Open C (FR) and B2G 2.5 prerelease.
Tested with "Developer Menu" on and off.
Tested in English and French (reproduced with two languages).
Repetition frequency: 6/6 (100%)

1) Set the phone to sound mode (not muted),
2) Restart the phone.


Actual results:

-> When the phone starts, speech synthesis explains how to enable the screen reader.


Expected results:

-> When starting the phone, the phone should not offer to activate the screen reader.

Reproduced on Aries with latest build as well.

[Blocking Requested - why for this release]: we can't ship with a phone speaking at start up without user consent :)
