See discussion about deprecating API 11-13 support in Bug 1155801.
Right now Gradle produces, a single APK with API 9+ support. As we try to move to a Gradle-based build, we'll need to support the APK 9-10 and 14+ configurations. This might look like better minSdkVersion handling (to take into account the ambient mozconfig) or it might look like multiple Gradle build flavours, one for each support APK split.
