Specification's URL is http://dev.w3.org/html5/spec/offline.html and that resource returns 404.

BTW, there are several other events in .../Web/Events/ (checking, downloading, obsolete, noupdate, progress(Offline) and updateready) that have same bug and I updated those pages to use the same URL you used to fix this bug.
I had thought of checking the other pages too, but then forgot to do so. Thanks for updating.
