Developer Services (part of Engineering) had the CAB Review flag for historical reasons (it used to be part of IT), and hasn't used the flag in ages.

With bug 1195952 comment 13 showing us as the only outlier, seems like a reasonable time to get rid of it.

We have no interest one way or another in preserving historical data for this flag on our bugs. Whatever is easiest on your end to do would be fine by us.
