Details

Flame builds are currently made by buildbot; we need to migrate them to a 2 times a day cadence like buildbot made by taskcluster.

Caveats:
1) flame-kk-ota was turned off : bug 1212812 as it was interfering with build bot builds.
2) we also need Bug 1149789 - hooks: Build a hooks.taskcluster.net service (proposal) so that we can have builds determined similar to a cron job.
