According to https://wiki.mozilla.org/FirefoxOS/New_security_model/Packaging#package-identifier Each signed package has to have a unique package-identifier in manifest. We should generate that in the developer tool https://github.com/johnathan79717/fxos-package-signing-tool
Jonathan, thank you for doing this. :) I will file a follow-up bug to move the package signing tool into a repo under B2G.
