Add Dolphin 2.1s to Taskcluster, with OTA support.
If we're going to have more testing, we need simulator support (as comparison), mulet and emulator as well. We should see if we can use Flame instead of Dolphin. Standing up a new device for just one branch is going to take too much effort. Esp, if that branch is going to release soon.
Dolphin + 2.1s are going to be deprecated after the release; we're just going to wait it out and not migrate this to Taskcluster.

But, I am not sure if we need to do functional comparison between Mozilla build and SPRD build. Let's leave a record here and see if anyone needs to reopen it. Thank you, Naoki!
