Why shouldn't we downvote an app for displaying ads or tracking?

Hopefully this is the best place to ask a question, so:
Considering the section "[Don't] Criticize an app for something it’s intended to do. For example, leaving a negative review of an app for displaying ads or requiring data gathering, when that is the intended purpose of the app, or the app requires gathering data to function."
For me the number one priority is to know whether an app has ads in it or not. I immediately remove this kind of apps.
The second most priority is whether the app uses tracking third parties or not. I immediately remove this kind of apps too.
Reviewing means inspecting and examining an app in every aspect.
Knowing whether an app contains ads or tracking before installing is good.
Especially when the author didn't write it in description.
Could you tell me the reasons why I shouldn't downvote for these matters?

Initially, I read this as a request for a downvote feature, rather than a question about how to approach a rating of an app.
I honestly don't know where this kind of question should go. Probably to the moderation team (linked at the top of that MDN article).
That said, your question is a little different than the quoted text. The quoted text says you shouldn't down rate an app if it has ads, but you're saying that these details are important *especially* if it's not in the description. So I think that last point is the important one: if the author mentions it, then it's all disclosed. Otherwise it could be a big deal to someone (like yourself), but not necessarily to someone else. Maybe send your question to marketplace-staff@mozilla.org.

Let me describe my experience with Firefox Marketplace.
I find an app. It looks fine. I download. It shows an ad. I uninstall it.
If I knew about the ads I would not waste my time/traffic/attention.
(Ironic is that I've already spend more time filing this bug.)
Publishers rarely (if not never) mention such things in the description.
Thanks David, I'll contact the staff. Maybe adware apps can be marked so.
