We currently consider WebExtensions containing a manifest without "content_scripts" as valid. But those add-ons will never do anything in FxOS, at least not in 2.5, and worse, they cause invalid manifest errors.
Reviewers will catch that, but it's annoying for QA who end up using invalid add-ons and then finding that they won't install correctly. So let's make it easier on everyone and just return a validation error at submission time.

Yeah. Discussed that with Fabrice, there are other valid properties that could be used by add-ons. We'll file platform bugs if we discover add-ons with weird manifests that cause errors in platform.
