Other bugs in that merge seem to have been marked fine, so I don't understand why this one wasn't.
This seems to happen randomly every once in a while, but we've never been able to track down why.
I guess I can try adding something to explicitly alert if a bug change submission does something weird, but that might not be where this is failing.
