While we're not dealing with submission right now, it's worth considering that the "TV" will likely be considered a separate platform. When the API request is for {content} (webapps and websites) supporting that platform, only hosted apps should qualify.
This is probably more of a restriction to be enforced in submission, but it should be taken into consideration in tests and whatever content upload script we use.

A little more clarification on the above: If you assume that we'd be submitting via devhub, you either start by choosing the platform (tv) and limiting the submission options to hosted app or website, or you start by choosing the type of content (hosted app or website) and then limit the platform.
There is currently no mechanism to submit websites, so this is likely just ensuring that the API will allow hosted apps to be returned to TV-based requests.

TV has been added as another device type alongside mobile and desktop; the submission flow will just need to reject packaged apps.
