Steps to reproduce:

- Click bookmark icon or back/forward button with control key held down; note that page opens in a new tab
- Change ui.key.accelKey to 18 from default of 17
- Verify that alt is now used for things like alt+t to open a new tab
- Hold down alt and click on a bookmark, or hold down alt and click back/forward buttons


Actual results:

Bookmark and/or back/forward page opened in the same tab, as if alt was not held down.


Expected results:

Bookmark and/or back/forward page should have opened in a new tab, as it does when ui.key.accelKey is set to 17 and control is used.

Also, even with ui.key.accelKey set to 18, the Control key still makes a bookmark or back/forward open in a new tab.

Setting ui.key.accelKey to 18 does allow for alt+click on a link on a page to open in a new tab, just not from a bookmark icon or back/forward button.

Similar to bug 1078825, but this steps not works on Fx28 too.
