mailer crashes when I try to forward mail with different encoding. For example,
I have e-mail arrived in Baltic Win-1257. My default encoding is Win-1251. So,
forward crashes Mozilla.

Reproducible: Always
Steps to Reproduce:
1. get messagi in Baltic Win-1257
2. forward it with Win-1251 default encoding


Actual Results:  crash

Expected Results:  just forward message with Win-1257 encoding
