There's a few moving parts for these buildbot builds:
* mulet 
 * uploads to stage, just plain binaries
 * May already upload to TC, but on all branches ?
 * No tests get run
* ICS emulator
  * lots of private files go to pvtbuilds via rsync+ssh, tests run on these in buildbot
  * nightlies upload some public data to stage, including manifests for external partners

The public files could be uploaded to the new system, except for the manifests where the taskcluster index is a good fit. The private files need to go to TC as private artefacts. Since we want to get away from archive eventually now is  a good time to look at uploading everything to taskcluster.

We'll need to figure out how test machines can get the private files again. Teaching proxxy to hold credentials is one possible solution, but we don't know how often we fall back to a direct download when proxxy malfs.
