When using NS_THEME_TAB_PANELS to draw a header of tabs, there is a gray strip
right below all the tabs that can't be overridden/painted with the theme stuff.
This needs to be fixed. It looks really ugly.

This bug has not been touched for nearly 2 years. In most cases, that
means it has "slipped through the net".
Could someone please take a moment to add a comment to the bug with current
status, and/or close it.

I think this is solved by bug 265698 on linux, I'll file MacOs and Windows counterparts and post their number in that bug, and mark them as blockers here.
