It appears that the proxy we use in us-west-1 for copying files between us-west-2 and other regions is down. This causes artifact lookups within taskcluster to fail. I have turned off the proxy feature for now which should cause all tasks to be directed to us-west-2 for the artifact instead of the proxy. I will look into what it takes to redeploy this service in us-west-1 and reenable it but for now the trees should be able to reopen, although with a higher transfer costs of data between regions.
I have reployed the s3 copy proxy and re-enabled the service.

Looks like things recovered, so this could be closed. Reopen if there are any issues.
