Steps to reproduce:
1. Start Firefox and open 3 addresses in different tabs.
2. Close tab 2.
3. Close tab 1.
4. Restore (menubar -> History -> "Recently Closed Tabs") tab 2.
5. Restore tab 1.
Actual results:
The tab order is now 1, 3, 2.
Expected results:
The tab order should be 1, 2, 3.

Confirmed the tab ordering. It is inconsistent and counter-intuitive that tab 2 restores at the end position and tab 1 restores at the beginning position.
