1223224 - [Add-ons] Holding the power button during boot does not disable add-ons on Flame

When installing an add-on, the user will be presented with the message "If this add-on causes a problem, press and hold the power button during start up until the device vibrates for a second time disable all add-ons." When holding the power button down on Flame on the Firefox OS screen, the device powers off and does not disable add-ons.

Repro Steps:
1) Update a Flame to 20151109030231
2) Open Marketplace.
3) Tap on "Add-ons" at the bottom of Marketplace.
4) Tap on and install an Add-on, paying close attention to the wording on the install screen. 
5) After installing the add-on, reboot the device.
6) Press and hold the power button on the device on the Firefox OS logo screen.

Actual:
The Flame device will power down when holding the power button and this does not disable add-ons.

Expected:
The user is prompted if they want to disable add-ons when holding the power button on the Firefox OS logo screen and the device does not power off.

This issue also occurs on Flame 2.5

The device will power off and no add-ons are disabled.

This issue does not occur on Aries 2.6

The user can disable the add-ons when holding down the power button on the Firefox OS screen.

FWIW, I called this out here https://bugzilla.mozilla.org/show_bug.cgi?id=1192122#c20

I think there might be some intermittent issues with activating safe mode.
