1223551 - Create a script to upload TV marketplace websites, including translated field data

Because no admin tools were created to manage MOW content, we need the ability to add website content for the TV marketplace.

However, "TV marketplace content" includes both websites and hosted apps. Hosted apps will need to be added either by script or by existing devhub (and then manual script or flag to denote as TV).

The MOW import_websites_from_csv task could/should be built upon so that we can use it to add TV content, and to ensure that we don't complicate future uploads of non-TV websites.

Adding a note that we *are* going to be uploading data in English *and* translations in different languages.

haven't seen any translation data yet, let's reopen if they change the spreadsheet format.

We should tweak the script to use column L ("Confirmed as Ready for Production Upload?") to determine what's uploaded on stage or prod.

Dev should upload everything, whether it's ready or not.

Added. script now takes '--dev' flag to load non-production sites.
