The user will hear the screen reader message after a long delay after OTAing from 2.2 to 2.6. 

Repro Steps:
1) Flash the Flame to base image v18D v4.
2) Shallow flash to Flame 2.2 build 20151113032509
3) Perform an OTA to the latest 2.6 build.
4) After the update has been installed, pay close attention to the audio after reaching the home screen.

Actual:
The user will hear the screen reader message after a long delay after OTAing from 2.2 to 2.6.

Expected:
The screen reader message is not given to the user at all after OTA or it is given to the user during the tutorial.
