The issue is that when NYTimes.com is shown in a window with height ~900 pixels or more, an extra header appears that does not seem to be handled by the extant heuristics for fixing page-down scrolling.  I can reproduce with this article:

http://www.nytimes.com/2015/11/16/nyregion/yale-college-dean-torn-by-racial-protests.html

You can see the difference in site appearance with/without the toolbar in these two attachments:

I can't seem to reproduce this anymore. Perhaps the page has changed? Can anyone else reproduce?
