Steps to reproduce:
Pretty simple. Entered about:permissions in Nightly.
Actual results:
Blank page remains opened, URL blanks out.
Expected results:
Permissions manager should open within the tab.

Bug 933917 removed about:permissions, so this is intended behavior.
