Looks like Chrome is already doing this (see bug 1202236).
What's the the difference between this and bug 1202236?

I guess in bug 1202236 "Tech Evangelism" could directly ask Unesco if they can use a HTML5 player.
This one is instead generic and would help with all websites that are doing this (and don't want to change / we can't easily contact).
