1227742 - Consider explaining how the homepage preference works

Some users may expect this homepage to open when they open a new tab. Also, the Android lifecycle is not apparent to users so it's unclear when their homepage will open or not. We should briefly explain somewhere how this preference works (e.g. on the setting row item, or in the dialog).

If we continue to add other prefs to this setting, we should move towards a full page dialog (not final example attached). That would allow us to have some room explaining the nuances. But until then, I don't think we need to worry about explaining what a "Homepage" is yet.
