The new browser.safebrowsing.allowOverride pref doesn't work in Fennec because I forgot to update mobile/android/chrome/content/browser.js and mobile/android/chrome/content/blockedSite.xhtml to match the recent changes in browser/base/content/browser.js and browser/base/content/blockedSite.xhtml.
