When viewing the "preferences", if you expand each category from the top down,
the scrollbar does not appear, and you can not get below 'Certificates' in
'Privacy & Security'. The scrollbar does appear if you open them in a different
order. I am running at 1024x768 @ 16bit color.
So, the order I go in to get this problem is:
Appearance, Navigator, Composer, Privacy & Security

Reproducible: Always
Steps to Reproduce:
1. Start with a collapsed preferences menu
2. Expand each category from the top down
3. You will be unable to scroll past "Certificates"
Actual Results: No scrollbar to view remaining categories
Expected Results: A scrollbar should have been formed when expanding the
"Privacy & Security" category
