Overview Description: Scrollbar disappears after trying the StringBundle Test

Steps to Reproduce:
 1)View the StringBundle Test in the QA menu
 2)Then try the Bug writing page in the same menu (you can try with any other page it doesn't really matter)

Actual Results: the scroll bar won't appear after the page is loaded

Expected Results: well, it's obvious what should happen :)

Build Date & Platform Bug Found: Nightly Build, Build ID 1999 08 21 08

Additional Builds and Platforms Tested On: None

Additional Information: If you close the window and open a new one, and return to the Bug writing page, the scroll bar reappers so I think it's a problem with the XUL page, screwing NGLayout on the specific window
