1229936 - mp4 mse mochitests are disabled on linux

Noticed that the MSE mochitest using mp4 segments are only enabled on mac and windows

No reason they shouldn't be enabled on linux

Tried to run mp4-related mse mochitests on android and encountered errors.

We may just skip these tests on XP and android.
