Root cause of bug 1221443 is that volume control depends on OS API and speech engine.

To improve it, we should change backend to direct audio service.  SAPI will be able to get raw audio stream.  So let's change it if possible

I think that would be an interesting change. What needs to be investigates is if you could get the audio data incrementally without having to wait for the end of utterance to be synthesized. There can be a sizeable delay otherwise.
