Since 0.9.7, if the disk cache is set to zero, the Flash and Quiktime plugins do
not work.

Reproducible: Always
Steps to Reproduce:
1.Open Preferences
2.Select Advanced-->cache
3.Set Disk cache to equal 0 (zero)
4.Quit and relaunch
5.Visit any site requiring these plugins and they will not work.
