Navigator -> Tabbed Browsing shows "Control+Enter in the url bar"
selected/checked, but entering "www.cnn.com" in the url bar, hitting
control+enter does nothing.  This is true whether there are already multiple
tabs open or not.

The "Open Web Location" dialog (ctrl+shift+L) also does not allow control+enter,
but that seems like more of a design choice.  I only mention it in case it helps
diagnosis.

It may also be worth noting that control+mouse1 (control+click) works perfectly
actually, control+enter just completely fails to work in all circumstances on
Windows...
