Copying from bug 1234581:
> STR:
> 1) Put phone in landscape orientation.
> 2) Scroll somewhere down the page.
> 3) Rotate to portrait orientation.
>
> The top of the page in portrait is a good amount farther down than the
> scroll position from step 2.
>
> This bug is particularly ugly when scrolling to the bottom of the page in
> step 2; rotating the device still scroll the page down, creating a huge gap
> at the bottom of the page.
>
> Seems like this might be related to our dynamic toolbar code.

I'm able to reproduce this issue in Firefox 8.0 (4558).
We should track this for a future release.
