1233574 - Unable to invoke clipboard menu in a new message in 'to' field

When a user tries to paste something in the 'to' filed in new message clipboard menu will not appear. This happens when 'to' filed is empty and focus is in there. If focus is not present in 'to' field or focus is in 'to' field and there is at least one character clipboard menu (paste button in this case) will appear.

Repro Steps:
1) Update a Aries to 20151217122751
2) Copy some text or numbers to the clipboard
3) Open the messages app and create a new message
4) Verify that 'to' field is empty and move focus there
5) Tap and hold in the 'to' field to invoke clipboard menu

Actual:
Clipboard menu is not invoked

Expected:
We expect that paste button should appears

This does happen on Flame 2.6, Flame 2.5 and Flame 2.2

[Blocking Requested - why for this release]: Bug 1190980 was denominated due to the device affected, but now this is happening in Aries.

When the focus is in 'To' field, the paste functionality does appear. That should be working in any scenario with the focus in the field or without it.

Change to 2.6 since non-TV blockers won't be able to grant the permission for 2.5

Hi Isabel,

The clipboard could not be invoked if user already focus on recipient field, but they could still invoke clipboard if the focus isn't on recipient. Could we lower the priority since the function is not totally broken nor regression(we already had this issue long time ago)? Thanks.

Hi Steve,

I understand what you say. I saw how it is working now. We commented this bug during the triage and we agreed that priority because it seems really confusing for a user. A user in advance does not know if the cursor should be focus in the To field or not and so it is not easy to know why sometimes it works and other it does not, and the feeling could be that it is not working well.

But if you disagree we can discuss it again.
