In a meeting we just had on crash reporting, we all agreed that prompting the user for sending a crash report 60s after Firefox shutdown was really annoying and we should fix that.
I thought we should just auto-submit those crashes, but privacy-wise we probably can only auto-submit on an opt-in basis, which wouldn't help the average user out of the annoyance.
That said, there's uncertainty of how useful the shutdownhang crash reports are at all and if we should get rid of sending crash reports for them completely (and just accept that we won't fix the potentially dataloss-relevant issues there).
In any case, we need to figure out how to reduce this annoyance.

We still pop up the crash reporter client for shutdown crashes, but not all of them. For example we got rid of a bunch of uninteresting ones with bug 1868772.
