+++ This bug was initially created as a clone of Bug #1069410 +++ Even if bug 1069410 was fixed, CloudSyncPlacesWrapper.jsm is again using setItemIndex. Can we just throw away that API, or just use moveItem for now?
AFAIK, ClouldSync code is completely untestable. Hopefully we can WONTFIX/INVALID this after bug 1184003 is resolved.
