Steps to reproduce:

On a secondary PC I use as a fileserver primarily, it still runs Windows XP (I know, but I was going to swap things over once I get new hardware and convert it all to linux soon). 

I got the notice to upgrade Firefox, which I did. 

Occasionally while gaming on main pc (win7) I use the older pc for email/forum/youtube, All youtube videos now will only play at 360p. 

Right clicking the player shows it's the html5 player, I have latest version of flash installed. 

When clicking the roung "cog" icon, then in Quality it only lists 360p then above it in Quality section it says "Missing Options?" 

When I go to youtube.com/html5 all codecs have checkboxes except 2.

h264 is red exclamation point.
MSE & h264 is red exclamation point.


going to html5test.com, under Video section it shows:

Actual results:

Youtube on older WinXP can't play any videos above 360p quality, even though before upgrading to latest version of Firefox it was playing 1080p HD full screen just fine.

Expected results:

Prior to upgrading Firefox, never had any issue playing all HD quality on the older computer. While yes it's soon to be upgraded as I'm swapping motherboard/cpu/ram and adding ssd and setting up linux on it, It's primarily used as a fileserver as I kept throwing hard drives in it and use it as a local backup system to avoid "cloud", but never saw any notice of HD being dropped on older systems on either browser or youtube's site. 


I am unsure why h264 is showing as not active, In the "plugins" section of Firefox there is a plugin that came preinstalled with browser called OpenH264 Video Codec provided by Cisco Systems Inc. It is set to be active, and plugin page shows up to date.
