STR:
1) Uncheck "Open new windows in a new tab instead" in Options > General
2) Enable the Title Bar in the Customize panel
3) Open http://www.w3schools.com/tags/tryit.asp?filename=tryhtml_a_target
4) Reduce the size of the window with the mouse (as a thin rectangle e.g.)
5) Maximize the window
6) Click on the link "Visit W3Schools!" on the webpage

Result:
The link (http://www.w3schools.com/) is open in a new window but not maximized (as the main window is at the moment) but in reduced size as the main window previously reduced.
