Steps to reproduce:

As a user, updates/crtical alerts should be published to my guardians. For e.g. in case of  elderly people missing out to take medicine on time, there care-takers should be notified about the same, similarly in case of Kids and other users.

Users to whom the data will be published will have to request for Updates of a particular User(using email address) and the User on another end need to accept the request.
