+++ This bug was initially created as a clone of Bug #1233796 +++

We need to increase the timeout for waitForFullyLoaded again. We still been seeing this startup path timeout even with the 1 minute wait [1]. Judging from the screenshot on timeout [see attachment], the system is very close to being ready. So let's give it a little more time.
