Details
To avoid spending precious (and sometimes expensive) mobile traffic we do not download any content on metered networks (bug 1233785). However if the user is always on a metered network then this means we are never downloading the content.
Should we always download small files (for example < 100 KB)? But what if those files in total are a big chunk again.
If we never see a non-metered network then should we just go ahead and download the files anyways?
Do we need to monitor the DLC traffic to throttle the downloads on metered networks?

Note: ConnectivityManagerCompat.isActiveNetworkMetered() has different implementations based on the Android version.
