I added some of the DOM bits as dependencies here but we should also have the CSS parts. Maybe we should just have this track the DOM bits?

The Compatibility spec also defines CSS aliases. I selected the DOM component because bugs can not have multiple components. I'm fine with filing a bug to track CSS bits separately.
