When you minimize mail, it minimizes, and then immediately restores to full size
(bounces back open).

Reproducible: Always
Steps to Reproduce:
1. Open Mail
2. Minimize
3. Watch what happens

Actual Results:  Window back open again

Expected Results:  Be minimized on the toolbar
