This endpoint was added as part of the work on the new Balrog UI, but it never made it into the master list of permissions at https://github.com/mozilla/balrog/blob/master/auslib/db.py#L1056, which means we can't grant specific access to it. This means that only folks with "admin" permissions can create new releases.
