Inconsistent locationbar animation when switching tabs

The Locationbar animation when switching tabs from a snackbar is inconsistent, we should make the Locationbar always animate smoothly onto screen.

1. Ensure Locationbar is hidden by scrolling down.
2. Long-press link, select "open link in new tab" in context menu.
3. Wait for "new tab opened" snackbar to appear, select "switch"

Result: Firefox switches to new tab, Locationbar sometimes smoothly animates onto screen, but is sometimes already visible, or halfway through animating onto screen.
Desired: Locationbar animates smoothly onto screen after switching to the  new tab. (Note: if the Locationbar is already visible before switching tabs, it should remain visible without any animations.)

The behaviour seems to be dependent on how quickly the page loads, and whether or not it scrolls down (e.g. opening directly to an anchor further down the page, or javascript scrolling the page down).
