I've noticed display jumping around more in the nightly from 2016-01-06. I expect once we have checkerboarding recording this will be debuggable, but I just wanted to give a heads up in case there's something that landed recently.
Jeff set the velocity bias to 0 and that fixed the issue for him. Once the telemetry for checkerboarding (bug 1238040) is in the tree and has a few days of data I'd like to make this change to the pref by default and see if it improves things. I remember running into an issue where the initial velocity of a wheel animation is basically garbage (see bug 1222190 comment 26) which might be related to this problem, since the velocity is what determines the velocity bias amount.
